Implementation of the Online Single Submission System based on Government Regulation Number 28 of 2025 in East Java: A Legal Overview

Abstract

The reform of public services in the field of business licensing through the implementation of Government Regulation Number 28 of 2025 concerning the Implementation of Risk-Based Business Licensing has brought a significant change to legal business. This policy was established to simplify licensing bureaucracy, increase investment, provide legal certainty, and accelerate public services through the digital Online Single Submission (OSS) system. The purpose of this article is to review the application of the OSS system in facilitating business licensing in East Java Province, along with its obstacles. The article employs empirical legal research methods with a legislative and sociological approach to examine the facts of legal implementation as they exist in society. Data collection techniques were carried out through interviews with three staff members of the Investment and One-Stop Integrated Service Office located in Surabaya City, who were involved in the implementation of the OSS system. The results of the study indicate that the implementation of the OSS system in East Java still encounters a number of obstacles that significantly affect system performance. Factors contributing to the suboptimal implementation of the OSS system include technical constraints, such as frequent system errors and maintenance issues, overlapping coordination between agencies, and low public awareness, particularly among Micro, Small, and Medium Enterprises (MSMEs), regarding the use of digital-based licensing systems. Therefore, improvements in the quality of facilities and infrastructure, strengthening human resource capacity, and increasing public legal awareness are needed to ensure the OSS system can be implemented more optimally.
